New Law Mandates Child Custody Exchange “Safe Zones” in Orlando

What You Need to Know About Florida’s New “Safe Exchange” Custody Zones
In July of 2024, Florida passed a new law that mandated the creation of “safe exchange” zones. The purpose of these zones is simple: Ensure seamless and safe child custody exchanges while minimizing potential violence between parents.
The safe zones must meet certain requirements. First, they must have adequate lighting. Another strange requirement is the existence of “purple signage or lights.” Finally, each safe exchange zone must have video surveillance systems that record footage around the clock. All recordings must be saved for at least 45 days.
Orlando is participating in this program. The Police Chief of Orlando stated:
“In today’s day and age, when everyone is so divided when it comes to politics, these two parties came together to come up with something that will undoubtedly be beneficial for families at risk.”

Why Are Safe Exchange Zones Necessary?
The new law has been named after Cassie Carlie, a mother who disappeared after a child custody exchange in 2022. The woman met her ex at a restaurant parking lot, but she never made it home. Later, her body was discovered – and the father is now facing charges.
Unfortunately, these incidents continue to occur throughout Florida. In August of 2024, three people faced charges after gunfire broke out at a child custody exchange in West Palm Beach. According to police, the exchange went horribly wrong after multiple people – including neighbors and the father’s new girlfriend – got involved. Several people brandished firearms, and now at least one person is facing charges of attempted murder.
We may eventually reach a point where child custody exchanges must occur under police supervision. However, there simply aren’t enough police officers to supervise these exchanges – and further violent acts are almost inevitable.
